据《南方都市报》22日报道,一组救灾专用帐篷惊现成都市区的图片21日震动网络,称在成都一些小区、街头都出现标有民政部、救灾专用等字样的大型帐篷,来源不明。而成都市区不属重灾区,也不在余震区域。
21日晚,数百成都市民聚集在其中一个地点抗议,警方介入调查带走帐篷内的当事人。四川省民政厅副厅长称,会对此事进行调查。
21日上午10时,网友“安心”在成都社区论坛发帖,详述追查部分成都市区出现救灾专用帐篷经历,并号召网友追查举报侵占救灾物资的人。
到了下午,有市民在成都市贝森南路一处救灾专用帐篷前聚集,要求有关部门收回帐篷,送到急需地区。警方已介入调查。
另据《新京报》23日消息,四川省抗震救灾指挥部新闻中心等多个部门在电话中证实,成都市区确实出现救灾专用帐篷。
该省民政厅办公室副主任赵汝鹏22日说,对救灾专用帐篷出现在成都市区感到气愤,认为问题绝对不会出现在省厅及成都市民政局。
“这件事情一定要查实,严肃处置。”四川省民政厅副厅长陈克福21日接受媒体采访时表示。
民政部有关负责人22日也表示,此事在网络上炒得十分厉害,将报全国抗震救灾指挥部,请求处理意见,“如出现挪用灾区物资现象,一定要严惩。”

21日,成都市公安局锦江分局查获一利用红十字会名义销售帐篷、睡袋等赈灾物资的商家。商家负责人已被刑拘,案件正在进一步审查当中。
21日上午,市公安局锦江分局经侦大队接锦江区纪委通报,位于一环路南三段16号的“蜀山行”户外用品经营店冒用锦江区红十字会的名义销售赈灾物资。该店12人随后被带回经侦大队审查。
经过讯问,警方获知“蜀山行”户外用品经营店负责人刘值每冒用锦江区红十字会的名义,从浙江宁波江北牧高笛厂家用抗震救灾物资专列将贴有“赈灾帐篷”及“赈灾物资”标记的赈灾帐篷616顶、赈灾睡袋880个发回成都,并在该店内进行销售。
经初查,从5月12日汶川大地震发生,该店先后以550元-945元不等的价格售出赈灾帐篷120顶,以60元-99元不等的价格售出赈灾睡袋692个,销售额累计达12万元人民币,其他个类帐篷、睡袋经营额60余万元,总销售经营额80余万元。
目前,该店内涉案的各类帐篷418顶、睡袋400个,以及营业款现金79340元已被扣押,6人已被刑拘,案件正在进一步审查之中。

21日,天涯、猫扑等论坛相继出现“缉拿挪用救灾帐篷者”的热帖。此类帖引起网友极大反响。截至23日,相关跟帖仍在增加,不少网友随帖上传在成都一些小区拍下的救灾专用帐篷图片。这场“曝光挪用救灾帐篷者”行动被网友统一称为“捉鬼”。
仅21日一天,网友曝光了至少5处成都市内出现的救灾帐篷,图片中甚至出现了科威特红新月会的救灾帐篷,引起网友热议。
在大量跟帖中,网友最关心的还是这些帐篷的出处,恳请成都方面查清该事件。从21日起,有关成都市区出现救灾帐篷的消息迅速从网络传至媒体和有关部门,并得到高度重视。
Recently, tents labeled "for disaster relief only" have appeared in Chengdu City, raising official eyebrows. As Chengdu is neither a heavily hit disaster area nor one affected by aftershocks, local residents are not entitled to using these relief tents.

Various departments, including the media center of Sichuan earthquake relief headquarters, have confirmed via telephone that relief tents have indeed appeared around Chengdu.
Zhao Rupeng, deputy director of the Office of Sichuan Civil Affairs Bureau, said yesterday that he felt incensed at the presence of these tents in Chengdu, but he believed that the civil affairs authorities at both the provincial and municipal level would not be at fault.
"We have to dig out the facts and punish the miscreants," Chen Kefu, deputy director of civil affairs from the same bureau.
The Sichuan Provincial Commission for Discipline Inspection and other pertinent departments have established a joint investigation group to look into this problem. Zhao Rupeng said, "Severe punishment will be meted out to whoever is responsible."
A relevant official from the Ministry of Civil Affairs said yesterday that this concern has aroused heated discussions on the Internet. The national earthquake relief headquarters has been consulted. "If relief supplies at disaster areas are misappropriated, severe punishment will be made," this official stated.
Sources indicate that the Central Commission for Discipline Inspection and the Ministry of Supervision have designated working groups to supervise the circulation of relief supplies in Sichuan.
Around disaster areas tents are still extremely scarce and a significant number of earthquake victims are still sheltering inside primitive tents.
In addition, the Ministry of Finance issued an urgent notice on May 22 requiring financial departments at all levels to strengthen their supervision over earthquake relief supplies and funds.
The ministry has stressed that all levels of financial departments should increase their financial input and conduct examinations and approval procedures when distributing funds. The "green channel" should be opened in order to speed up funds disbursement. If people are found to be involved in serious illegal acts such as misappropriating or withholding funds, making a false financial report, impersonating others to allocate supplies and funds, or corrupting and/or wasting relief supplies and funds, they will be severely punished.
