陕西有没有华南虎？
近日，就是下面这张照片引起了广泛的讨论。事情的起因是陕西一位农民周正龙拿了一张照片声称在陕西拍到了华南虎。照片被陕西省林业厅证实是真的。一时间陕西发现华南虎的消息街知巷闻。结果这张相片引起了广泛讨论。有专家和网友鉴定这张照片是处理过的，甚至说里面是一只纸老虎。不过现在更多人关心的问题不是这张照片的真伪，而是现在的陕西到底有没有华南虎。
On October 12th, the Shanxi Forestry Department publicized a photo of a wild Huanan tiger taken by a local farmer. Since then, the authenticity of the photo has been in public focus.

Beijing Youth Daily carries an article warning that
authenticity of the photo can not be treated as an entertainment show.
After the publication of the photo, people have been both pleasantly
surprised and anxious. On one hand, they are willing to believe the
existence of the Huanan tiger. On the other hand, they are worried
about being cheated by fake photos. When being questioned, the Shanxi
local government refused to reveal anything, which is very unwise. And
also, they maybe acting overly hasty by planning to set up a sanctuary.
Of course, authenticity of the photo is important, but that is not the
only issue. What really matters is whether there are still wild Huanan
tigers in the region. When the proof emerges, it needs to be verified
carefully and precisely. So before publicizing the photo, the
government would have a lot to do. For instance, contact experts and
labs to identify the photo and compare it with other indirect evidence.
To be more persuasive, the local government ought to extend the scope
of investigation and find out more direct evidence. Only in this way,
can the administration make the correct moves to protect the tiger.
The
lack of verification of the photo arouses questions: is there a
rigorous process for the government to follow when announcing an
endangered species is being revived? Is there an authority making the
conclusions? Are there any international patterns or conventions which
are generally accepted? If the authenticity of the photo is just judged
by a few officials, the public and the international community will not
be satisfied.
A comment in Jinan Times suggests that the issue
should be viewed in the perspective of science and law. It says we hope
all scholars act in accord with scientific methods and show all
citizens their their legal awareness. However with this case, the
expert said he bets his life that the photo is a fake even though the
farmer claimed if it is a fake, he would go to jail. As it stands, no
one can provide conclusive evidence, which makes the public very
confused. The reason the people involved deal with this by indiference
is that they lack a sense of science and law. So, it's time for them to
start using methods that reflect the ethics of Chinese people.
